Default 96 Cavalier won't start

Hi. I have a 96 Cavalier with a 2.2. It started starting slower and slower until what I figured the battery went dead. After having it tested I replaced it. Now the engine won't crank. I took the starter to have it tested and it checks good. No fuses are blown and all test good with a continuity meter. I cleaned all the grounds but still nothing. When I turn the key on I can hear the relays engage under the hood but that's it. Any help is greatly appreciated. Thanks, David.

check the oil. did it make any bad noises when you where trying to start it before the battery was replaced

The oil looks great. It has only about 700 miles on the change. As far as noises go it started making a noise that sounded like the cat was rattling or a loose heat shield but before I got a chance to check it it quit.

turn the key on and and jump the starter out with a screw driver
if it starts its probably the starter
if it doesnt u dont have power going to the starter
just search back from the starter
