Default Sounds like a woodpecker is in the fender

I was just wondering if someone knew what relay is inside the passenger side fender...(sometimes) after the engine on the gf's 96 2.2l stalls out whatever relay or switch is in the fender area clicks very fast, and really sounds like a woodpecker.

I was wondering if anyone knew what that switch does, or what is in the fender area (not viewable from engine compartment)

Also...I rented the check engine code device and kept getting a link error message, tried both units Murray's had...neither could link with the engine computer...ugh
