Sounds like a bad relay. according to the diagram I am looking at, the relay is an internal
part of the BCM.
A couple things to try, first of all, with the motor plugged in, and the key on, use a jumper
lead to ground, and touch it to the orange wire. Does the motor come on? if yes, the problem
is on the ground side, if no, then the problem is on the battery side of the circuit.

Try running 12 volts to the motor directly from the battery to see if the motor runs. This will tell you if the motor is good.

Default "Flaky" connection at motor.

I got in my 06 Cobalt this morning and Blower would not turn on. I checked all fuses and relays but nothing seemed bad. When I touched the two wires going into the blower under the passenger side dash, it came on. When I pushed on the wires, however, it seems the fan RPMs went down. When I pulled on them a little bit it, seemed to blow at normal speed. Will investigate further this weekend.
