Default steering will not lock to start

steering will not lock to start, tried moving the wheels back and forth. Have full power to all dash lights. I can move the shifter with out any problem. Is it in the key tumblers? Or something to do with the anti theift system?

as far as I can recall no gm electric power steering system uses column locks.

I take it, it won't crank? With key on, and brake depressed is the only time you can shift out of park? With the shifter in park, OR nuetral what does it do when trying to start it?
