Default Directional/Back-up Light fuse problem

My 1999 Chevy 1500 Van blows the fuse for the directionals/back up lights whenever the car is put into Drive, 1st or 3rd gears when the van is running. but the fuse does not blow in Park, Reverse, Neutral or 2nd gear. With the van turned on, but not running the fuse does not blow in any of the gear positions. Does anyone know why this is happening?
