Default 10amp crank fuse pops in my 98 burban when the battery gets a little low???

this has happened twice. 1st after we were sitting with the tailgate down listeneing to the radio for 2hrs about 6months ago and then today when i left the tailgate down for about a hr. when i went to go start it, i heard the fuse pop in the fuse box on the side of the dash next to the door.

the fuse popped the other night, it wouldnt start, went back in the morning and it started?????

have noticed that if i drive over a big bump, the dome lights do flicker in the cab. is there a short somewhere?

the fuse seens to pop afteri open and close the tailgate and then try to start the burban.
