Sounds to me like you should check the timing, may be retarded slightly and also if you know someone with a scanner see if the tps is working ok
in your opinion, where is the best place to buy plugs? The best deal I mean. Also, as I said, I'm no mechanic, so what does TBI and TPS mean? I know that's a stupid question for you guys to have to answer, but I'd rather ask it on a computer rather than face to face. Save a little embarrasment. Thanks.

I usually buy my plugs from Autozone or Napa. Most auto parts places will have about the same price.

TBI/CFI--- Throttle body injection & central fuel injection (same thing)
TPS-- Throttle position sensor

You can replace the catalytic converter to fix a problem with that.

Flooding problems will correct themselves most of the time, but if it doesn't you can adjust the choke.

How do you adjust the choke?

I would say the one plug is fouling out because of a bad valve guide and the throtlle response is timming or stopped up filter
