Common problem door panels are not that hard to remove and the actuator is simple to replace. I would not do all 4 just the problem. Many shops reccommend replacing things in pairs but that is not something I believe in when it comes to certain components a door actuator not being one of them.

You can also install after market actuators that are under $10 a pop. You basically splice them in without removing the old latch/actuator mechanism. Here's a tutorial video, I hope it helps. I did this DIY solution over a year ago and have been very happy.
