Default Engine Coolant Tempature Sensor Wiring

I have a 2006 3500HD with a Duramax. I am getting a check engine light and code p0118. Ihave replaced the engine coolant temp (ECT) snsor and still have the problem. The hot wire is sending 4.96 volt to the sensor when I use an the engie as a ground. When I check voltage between the two wires in the plug, I only read 2.5-3.0 volts. Is that normal or do I have an issue a wiring issue?
