There are several reasons may cause the fogging, for example, the headlight assembly is cracked, the dust cover is not covered, the dust cover is broken, the sealant is aged, and so on.
The fog will seriously affect the lighting. You can go to a local refit shop or repair shop to solve the problem or change new light.
If the headlights enter the water, the light will accelerate the aging of the headlight assembly, and if it is short-circuited, the vehicle will spontaneously ignite.
You cannot underestimate this problem.

Remove the assembly and give it a close inspection.If the seal looks cracked or damaged you can clean it or remove it and reseal with a good silicone seal. It has worked for me and if you are a little lucky it will work for you.

Not True, If it shorts out it will blow a Fuse, Fuseable Link or Circuit Breaker, it will not start the car on fire. I don't know where people come up with this stuff.
