Default fuel problems

Hi guys,

I have a 1987 Monte Carlo SS that's been "upgraded" by someone in the past. It has a 350 TPI with a 700R4 transmission. The problem is that it won't run without spraying fuel into the throttle body. The fuel pump and fuel lines have been replaced. So here's the dilemma, is it the ECM? Or could there be another problem? If it's the ECM, what do I need to get it off of. Are there differences between the different 350 TPI's? Is it feasible to just convert back to carbureted? Do you have any other suggestions? Thanks in advance for any and all help.
