Cat monitor won't set. Please Help!

Default Cat monitor won't set. Please Help!

I have a '96 S10 with a 2.2L 4 and a 5-spd manual trans. I put a used S10 engine in it a year ago and I'm still trying to get it to pass smog. For some as yet unknown reason, I can't get the catalytic converter monitor to set to "OK" from "Incomplete". I've done a complete drive cycle on it twice. The second time, I did the no clutch, no brake, slowdown roll from 55 mph to 20 mph twice. I still have "INC" showing on my analyzer. The catalytic converter was replaced in 2016 and the O2 voltages vary within acceptable limits. Can anybody tell me if there is some other special thing I can do to set this monitor? Or is it possible that my PCM is bad? Any help or info you can give will be greatly appreciated. Thanks.

have the 02 monitors runs and passed. the cat monitor needs 02 sensor data to determine if the cat is working. the cat monitor won't run until the 02 monitors run and pass.

The O2 monitors have passed. The only incomplete monitors are "Catalyst" and "Evap System".
