Default ignition problems

Good afternoon. I have a 1995 s10 4.3 TBI and I'm not getting voltage to fuse #10 that is hot with ignition on 20amp ECM ignition circuit. Same with fuse #4 also a hot with ignition on 20 amp for the gauges. I believe voltage is good on all other fuses. I'm replacing the ignition switch today but I have a feeling that it's not going to help with my problem. I've not yet found a wiring diagram that shows the wire that feeds these two fuses. Thanks for any input that anyone might have on this issue.

Hi jd,
What is usually the set up,
Power is present at the fuse panel to a row of terminal plugs that once a fuse is inserted that allows power to the system /circuit the fuse protects.
