Default 4.3 fuel problems

so my truck has not been running correct. it runs rough then dies sometimes, and then when i start it back up it revs high for a few seconds. and it hesitates when i stomp the gas pedal.

i looked in the service manual and under the trouble shooting it listed low fuel pressure for both problems. i hooked up a pressure gauge and turned the key on, i got about 32 psi. the book says it should be 60-62. is it possible foe the fuel pressure to be that low and still run? i was thinking maybe the pressure gauge mite be bad?

i just put a new fuel filter on several months ago. so it shouldnt be plugged

if it is possible, is there a chance its electrical?, or should i just throw a new pump in.
