Welcome to the forum. The problem could be the gauge in the I/P cluster, fuel level sensor wiring (open or short, depending on full on high resistance or the other way around), and fuel level sensor itself. It'd be so much easier if you had access a professional scan tool.

If you can read out what the fuel level is with a scan tool, you can ascertain whether or not the problem is with the gauge in the I/P cluster. There're other things that can be eliminated using a good scan tool.

Sounds like you have a code reader not a scan tool. A good scan tool will display live data.

If you have a laptop, you may want to look into something like the ElmScan 5 dongle (can't get cheaper than that). I've also been looking at the Equus 3150 Innova hand-held unit (or 3160) for when I need ABS codes. It's just that my AutoXray unit does everything I need and is still going strong.
