Default '92 5.7L Timing/Starting Issues

New to the forum and have been enjoying reading older posts.

Have a 1992 old truck of my dads that he doesn't want to deal with any more.

It's hard to start when it's warm or cold. More so when it's warm though.

He had me do plugs, wires, cap and rotor, air and fuel filters, oil and filter change and sea foam the fuel tank. Little better but still there. It doesn't get driven a lot and when ever I've driven it have put non oxy fuel in it and a can of sea foam in the gas tank. The plugs were terrible. Cap and rotor old and brittle. Wires didn't seem to bad. When I took the fuel filter off it was very dirty looking fuel. Guessing the lack of driving it has really contaminated the whole fuel system. What's the best way to go about cleaning it out? If I drop the tank and clean the tank and system out since I would already be in there would I be just as well off to put in a new fuel pump?

He had taken it into a shop and they told him it jumped to 20-30 degrees retarded timing? Re timed it and now it runs better but still is hard to start hot or cold but more so hot.

He finally told me to take it home and see if I can do anything with it because he's done with it.

It's throwing no codes.

Runs well once it's warmed up but if you shut it off it's hard to start again. If you hold or pump the pedal it will eventually start. Seems to be a fuel deliver problem IMO?

Have been searching old post's and have been thinking to start off by checking the fuel pump and regulator.

Am still digging but do the EGR, OPS or the rest of the sensors through codes normally when they go?
