Default 97 C1500 5.7L hard start/surging while driving

I have a 97 C1500 vortec 5.7L the last couple of mornings it takes about 3 to 5 minutes to start., once started the idle is weak, driving it surges for about 10 minutes and clears up.I started off replacing the coolant temp sensor, pulled off the cap there was shaved plastic in the cap and it looks like some arcing is happening.Im leaning towards the cap and rotor (there a duralast set from autozone about 3 months old). Has anyone heard of this,or experenced it themselves?

Thanks for you input, alot of people have told me that the aftermarket caps and rotors are trash im gonna buy a delco cap and rotor tomorrow hopefully it will solve the problem. When i replaced the cap and rotor 3 months ago at the same time i put the napa belden max wires on it and new delco plugs.hopefully they should still be fine its only got 2k miles on them. thanks again
