Default Break lights on 95 truck

The break lights on my 95 silverado are not working. The parking lights and blinkers and hazard are working and the third break light is working. I also have a break box for my trailer and it lights up. I checked the wiring at the wiring harness at the rear bumper with a test light and Im not getting anything. I checked the fuse at the fuse box on the drivers side dash fuse box and it was good. When I have the hazard lights on and hit the break pedal they keep on flashing and dont stop like they should. Any ideas how to trouble shoot. THANKS
