A/C Problems 97 K1500

A/C Problems 97 K1500
I have a 97 Silverado. The A/C only works when my headlights are off, when I turn the headlights on the fan just blows out hot air. I changed the fan control panel and the resistor, that didn't help.
Any advice is helpful.
