the 09 is drive by wire. the throttle actuator is part of the throttle body and is not serviceable to my knowledge.
the price you quoted out...seems pretty cheap...is it a tb for a cable actuated system?
if you are not going to diagnose it but rather shot gun...that's the part I would start at. See if you can find a diagnostic and read through it.
