Default 2001 Suburban Door Mirrors Loose

Both of my door mirrors are loose. They just pivot without much friction or detent. Looking for advice on how to fix. It looks like the prior owner put some silicone caulk in between the halves to sort of hold them in place

I've taken one off the truck and removed the glass. There is a round clip (and spring) that holds the halves together. The clips have popped off. Now to figure out how to shove the clips back down so that the halves stay together....
