I have a 2008 Suburban LTZ and have found that if my battery goes down because I have left equipment plugged into the dash power outlet, it sometimes does the same thing after I charge the battery back. I found that if I remove the battery cable then reinstall it it will correct the problem. Sometimes I have to repeat this procedure two or three times to get it back to operating properly.

I had this issue on our 2005 Yukon XL; after setting the actuator under the dash to AC then unplugging the harness to keep it there, after I year I bought a Dorman replacement. So still fixed.

Access is a hassle, had to grind down a 5.5mm socket shorter at both ends to get the panel off, thanks GM !!! After that pretty straightforward, but you need to follow the protocol to get the ECU to learn it.
