Thanks SKY just what I needed as usual!!! I checked voltage at terminal c and it had voltage, but the vehicle has a history of not communicating with scanners but will still show codes on the emission machine and at Oreilly auto parts . But I noticed the connection shared with the airbag system, which has always showed a warning light? Maybe that’s a potential problem. It’s been raining a lot lately slowing my diagnostic time. Will keep looking and post what develops! Thanks again this is a great forum.

Closure! Thanks to this forum and SKY my tracker is running and has passed the emission inspection! The last problem was solved by jumping the wire from c1 to number 5 terminal on the OBD plug.this allowed me to communicate with my new AUTEL scanner and I sorted everything out and now I’m ready for a road trip!!!

PCM connector C1 pin 25 is your serial data line.
Pin 5 on the OBD plug is ground.
I hope you did not jumper those two together.

its been a good investmentna great bang for the buck! ive learned a lot in this procses ,and the scanner is going to get used often since myold fleet of vehicles require atention from time to time.
