when i do that test the fuse blows
You are shorting the wrong pins together.

Shorting pins 2 and 4 will blow the TAIL fuse.


Shorting pin-3 (red with green stripe) to pin-4 (solid black) will provide a ground for the backlighting when the dimmer module is removed.

Exactly when I connect the Black wire with the red/green, the fuse blows
