Cranks, no start no spark no fuel pump no accessories
Until you can verify definitely that power and ground are available where they should be , we are working in a fog.
Suggest either a test light or voltmeter to confirm good power and ground are available at the diagnostic plug.
Power should be at pin #16 and grounds (2) are at pins 4 & 5. Until you do this you can;t be sure of anything.

The issue is with the PCM, the data circuit, or the code reader was bad out of the box.
To Dsco250:
Check voltage at pin 2 (purple wire) at the DLC (OBD2 connector) with the key on, making sure to ground the meter using pin 4 or 5 (black and black/white wires). It should be at least 7 volts.
The next step depends on the voltage reading.
