Voltage at fuse box is fluctuating with key on or off but voltage at battery is fine. Any ideas?

Can you give more information? Voltage fluctuations can be several things, and do the lights/dash stop when going uphill? Could be a loose connection, what has changed, new battery etc.?

When we tests the battery voltage it stays the same running or not. But when we test the fuse box voltage it is constantly changing.....jumping from 14 or so volts down to 6, then 9 then 13 then back down to 5 then 12 and so on. Haven't changed anything.

Is your ground lead from your vom on the same place when you check battery voltage to the (I assume) main feed to your fuse box?

What you post is to me is faulty vom lead. Attach the ground lead to a same ground source i.e. battery ground post, or good frame ground.
