2005 Silverado instrument cluster?

2005 Silverado instrument cluster?
So I bought an '05 Silverado 4.8 single cab from state auction the other day. It was a parks and rec truck so it's low miles and never really been overworked. It only has 2 problems currently. The tailgate was stolen while the auction was live and the instrument cluster doesn't work, which is why they listed it. The truck starts right up, AC blows ice cold, recently had all the maintenance done (new shocks even) so overall I feel like I got a good deal.
I've checked for voltage at the instrument panel connector and I'm getting good power to it. I've pulled the actual circuit panel out of the cluster and looked it over with a magnifying lens. No components are missing, no bad solder traces, nothing out of the ordinary. The turn signal indicators are the only thing that work on the board. No gauges work, no other indicators work, the backlighting for the gauges don't even work.
I tried to go to the salvage yard and buy a cheap cluster to see if the cluster itself is bad but they didn't have any as it's a common problem.
Basically, I'm curious if there is anything I need to look for that I might be missing before I spend $200+ on a new cluster. I've pulled the cluster completely apart and the truck is not going to be my daily so if I need to look for something else, I'm more than able to. Any help is appreciated.

You don’t say which pins you found power on, but there’s 2 fuses in the underhood fuse box that power the cluster. They’re labeled differently depending on your trucks options. You should also verify the grounds are good.
Power Inputs:
1- IPC/DIC (10A) or SEO B1 (15A) - orange wire, connector B11 - hot at all times
2- IGN E (10A) or SEO IGN (10A) - pink wire, connector B9 - hot in run or start
Grounds:
1- Connector B12, black/white wire - grounds at G203 near the parking brake (may need to remove kick panel)
2- Connector A12, black wire - grounds at G200 on the right side of the cabin, basically opposite the location of G203
