Default '96 ignition removal - Help

I have a 96 Suburban that was broken into. They have messed up the ignition cylinder. It is clear of all debris, I can insert the key but it will not rotate. Also the steering wheel is in the lock position. If I could get it to rotate, I could install a new cylinder. Any Ideas on what to do beside removing the steering wheel and removing the entire ignition system?

thanks

Michael
