Yes, that is correct. All gauges are dead. Only the Check Engine light comes on and goes off as soon as I start the engine. Turn signals all work etc.. Very specific to just those items. I have attached the diagram from the Haynes Manual

and when you first turn the key , and the cluster is being tested, is there any activity on those faulty components?

It's starting to sound like the cluster has lost data communication with the PCM on the grey wire.

Nope. You turn the key on and the only thing that shows is the check engine light. That is why I am going to unhook the battery and see if it resets something in the PCM. If that doesn't work I am stuck. I have taken half the dash apart so I could get the instrument panel out to check it and when I put it back nothing changed. I keep thinking it must be something simple like a fuse but they all seem fine that has todo with the instrument panel...but have not check every single one.
I have a test light and some of the fuses show green light and some red. Is that for fuses that do not have power with the key off are green? Have not looked into that yet. I hate auto electrical problems as the wiring is so buried.

I don't know how your test light works. Check the manual.

If connection to PCM is good, then you may just have a bad cluster.

UPDATE!! I went and looked closer at the rubber boots on either side of the firewall. On the engine side there was what looked like a tear and in further exam found a broken wire....must have happened when I was trying to snake a wire through the rubber boots. Really pissed at myself. It was a red wire with a white stripe. Looking at the diag. it is the B+ voltage wire to the panel.
I used a clip and clipped it together and the dash works fine now!! It will be like surgery with two fingers to get it fixed but that is my thing so no problem. Will solder it back and then pour a small amount of liquid rubber around it and the other wires. Naturally, they wired the car and THEN placed everything else. At least the problem is solved.
