Default abs system

2001 chevy impala, 85,000 miles. Brakes seem to work fine but almost daily at some point I can feel the ABS pulsating at any random time (not when the brakes are applied) It doesen't feel like the brakes are engaging just the slight pulsation for a second then the ABS light will come on and "usually" goes off within a few minutes. I want to send the car in for state insp. but some techs will not pass it if the light just happens to go on while he is working on the vehicle (located in PA) any ideas? Could this just be a normal reaction for the ABS system? Could I disconnect the light or pull the fuse for inspection then continue my troubleshooting? Inspection is scheduled for this sat. so ANY input would be greatly appreciated. Thanks

If you remove the fuse to disable the ABS the light will come on and stay on.
