Default No electrical power anywhere

I have a 2013 impala limited that has no power anywhere. The only sign of power is the check engine light stays lit regardless if the key is in the ignition or not. The engine will turn over by jumping the starter relay but does not start. No interior or exterior lights and no gauge movement at all. I know the battery is good its brand new. I even tried using a jump box connected to the battery and nothing at all but the check engine light. Please help.

Checked all the fuses in the under hood fuse box yesterday with a test light. They are all good and have power. Fusible links all appear good also. I am wondering if I have a problem with the main ground but do not think the check engine light would be lit if that was the case. Do not think I would be able to turn the engine over by jumping the starter relay either.

Bad BCM ??
Everything is controlled by the BCM.
Check the connectors to the BCM and the fuse block.
Cycle the power... disconnect / reconnect the battery.

Found the problem. Found this ground wire tucked in the fender skirt below the battery. Went and looked at my other impala and saw it grounds to the core support in front of the battery. As soon as I started tightening it I heard arcing and knew I had found the trouble. Everything works now. Thank you to everyone for your help.
